Speaker John Boehner and other top House Republicans say they are willing to work with President Barack Obama on areas where they agree, saying it is “critical that we come together to advance the interests of the American people.”

The effort is designed to counter Obama’s State of the Union theme that he will use executive authority to launch initiatives if Congress doesn’t cooperate. Republicans want to show that they will cooperate with Obama when their political and policy interests overlap with his, and that it is the Democratic-run Senate that is blocking legislative action.

Boehner, along with House Majority Leader Eric Cantor of Virginia, Majority Whip Kevin McCarthy of California and Republican Conference Chairwoman Cathy McMorris Rodgers of Washington state, said in a Thursday letter to Obama that they have identified four areas where they believe they can reach agreement with the White House — worker training, natural gas production, workplace rules and federally funded research.

According to the GOP leaders, the House has already passed legislation covering those four topics, only to see the Democratic-controlled Senate derail the legislation. The GOP bills, though, would entail major policy changes opposed by Democrats.

“Mr. President, as you reminded us all Tuesday night, something things don’t come easy, but we should never give up and never quit,” the House GOP leaders wrote. “We haven’t given up on working with you to find areas of common agreement where we can do good things for the American people.”
