EU leaders have asked the European Commission to draw up a new round of sanctions against Russia within a week.
EU President Herman Van Rompuy has told a news conference the deepening crisis in Ukraine required prompt action.
"The European Council says it stands ready to take further significant steps and urges the Commission to take urgent preparatory work and present proposals within a week," Van Rompuy said after a summit that discussed the crisis in Ukraine.
