Obama's Base Problem - Wall Street Journal

April 29, 2014 12:23 p.m. ET

President Obama has just returned from a trip to Asia. But when he saw this morning's Washington Post/ABC News poll, he probably wished he was still over there.

"Obama's approval rating fell to 41 percent, down from 46 percent through the first three months of the year and the lowest of his presidency in Post-ABC News polls," the Post reported. "Just 42 percent approve of his handling of the economy, 37 percent approve of how he is handling the implementation of the Affordable Care Act and 34 percent approve of his handling of the situation involving Ukraine and Russia."

Election Day is still months away, and the president's party typically loses seats in midterm contests. Still, Democrats have reason to fear that the coming off-year elections could be worse than most. Parts of their base—young people, minorities, women—appear to be indifferent, while GOP voters are highly motivated. A new survey from Harvard's Institute of Politics found that interest in the November races among 18-to-29-year-olds is falling, and those young people who do plan to vote lean Republican.

"The decline in Obama's approval rating in the most recent poll was the result of lower support among both Democrats and independents," according to the Post. "At this point, 74 percent of Democrats say they approve of his job performance, one point higher than his lowest ever in Post-ABC surveys. The worry for Obama and his party is that many of the Democrats who disapprove of Obama's performance simply won't show up in November."
