The protesters were met by police as they tried to surround the building late Sunday, stepping up their movement for genuine democratic reforms. Protesters said they were trying to force a response from Hong Kong's government as they continue to press their demand to scrap a plan requiring a Beijing-friendly panel to screen candidates for the territory's inaugural leadership elections in 2017.
